Can it be considered that the land lot 01000232010 is a part of the square and propose a joint solution together with the square?

Answer

In case of the older groups, instead of the basement/base floor locker room, can the locker rooms be planned for each group individually to go along with the group’s premises?

Answer

Yes, subject to giving justified grounds to the designer regarding the Proposal.

With respect to the programme of premises in Annex 1 “Gym room (one wall is mirrored) with equipment (for 24 children simultaneously), inventory storage room”: Is it planned that the gym room simultaneously will be used by no more than 24 children?

The gym room (one wall is mirrored) with equipment will be used simultaneously by 24 children.

Question

Are there any other images of the situation or any aerial images (bird’s eye view) available of the site?

Answer

All information at the disposal of the organisers of the Sketch Competition is published on the website of the Sketch Competition at http://tallinasdarzs.riga.lv/. Additional images are available in Annex 12 “Architectonically artistic inventory and survey” and in Annex 13 “Technical survey and conclusion” attached to the Sketch Competition Regulations. The organisers of the Sketch Competition are enclosing a printout of the territorial orthophoto in .pdf format (Annex 1).

Do we have to register for the tender before sending the proposal?

Answer

No, no such obligation is applicable to the supplier.

Pursuant to Paragraph 1.7.3 of the Regulations, the Customer registers a participant on the list of entities, who have received the Regulations, by indicating the name of the entity (for natural persons – the name, surname), address, telephone number, fax number, e-mail address, as well as the date and time of issuing the Regulations. The Customer will consider that the address provided by the Participant is the contact address to be used when exchanging information with the Participant pursuant to the Public Procurement Law. It is considered that a Participant has received information, if the Customer (the jury commission) has sent it via e-mail, fax, or via mail in a registered letter to the indicated address. Downloading Regulations from the Tender website is anonymous. A Participant, who has downloaded the Regulations from the Tender website, is assuming the responsibility to follow the tender updates and answers to all questions on the Tender website.

All registered receivers of the Regulations receive the answers to their questions and to questions asked by other Suppliers via mail in registered letters.

Regarding 3.3.1. What is expected in order to prove that a participant has not been announced insolvent? What documents are required by the jury? Perhaps a written attestation (reference) from our accountant?

Answer

The Participant must submit a statement issued by a competent authority confirming that an insolvency procedure has not been initiated for the participant and that the participant is not currently undergoing liquidation.

If issuance of such documents, with which the Participant can prove that insolvency procedure has not been initiated and that they are not undergoing liquidation, is impossible, these documents can be replaced with an attestation or, if providing an attestation is not envisaged in statutory acts of the respective country, then an attestation must be made by the Participant at the competent authority representing the executive or judicial branch, at a sworn notary, or at a competent organisation of the relevant sector in the country (of permanent residence).

Regarding IX and X (9.1-10.7.2). Is everybody required to send proof of all these qualifications right away, or will it be asked only from those applicants, who are invited to negotiations at a later stage?

Answer

These requirements are applicable to the negotiations procedure and to concluding the designing agreement.

Question

Regarding 9.4, 9.5, 9.6, 9.8, 9.9. It seems that these provisions are applicable to builders and contractors. Are these provisions relevant for architects’ offices?

Answer

These requirements are applicable to the Applicant and all its subcontractors.

Question

Please, provide precise information about the area in square meters intended for public improvements and for landscaping territory of the land lot at 10 Tallinas Street (with the cadastral No. 0100 023 0024).

Answer

The organisers of the sketch competition have the following scheme at their disposal (see Annex 1), which is also placed on the competition website at http://tallinasdarzs.riga.lv/ in the section “Territorial zoning” (“Teritorijas zonējums”). A scale has been defined for the scheme.

Annex 1 of the Regulations precisely defines the territory of the competition object. The object – a pre-school educational establishment – is situated at 6 Tallinas Street, 10 Tallinas Street, and 12 A Tallinas Street in Riga. 6 Tallinas Street (cadastral No. 0100 023 0130), area 625 m2, is severed from the real property in the City of Riga, at 6/10 Tallinas Street. The real property at 10 Tallinas Street (cadastral No. 0100 023 0024), area 8729 m2, after the severance consists of a land lot and 25 (twenty five) buildings and structures (cadastral denominations 100 023 0024 002, 003, 004, 005, 006, 007 008, 009, 010, 011, 012, 013, 014, 015, 016, 017, 018, 019, 020, 021, 022, 023, 024, 025, 026). At 12 A Tallinas Street (cadastral No. 0100 023 0026), area 1996 m2, an administrative building (cadastral denomination 0100 023 0026 001) is situated on the land lot. A part of the land and the building is severed from the real property in the City of Riga, at 10 Tallinas Street (Riga City Land Register Folio No. 3728). The land lots at 10 Tallinas Street (cadastral No. 0100 023 0024) and 12 A Tallinas Street (cadastral No. 0100 023 0026) can be combined.

According to information of the Development Department of the Riga City Council, for the public function of the Competition Object (group 23/plot 24, group 23/plot 130, group 23/plot 26) a territory of 7202 m2 is planned, while a territory in the area of 4148 m2 is planned for landscaping.

Is the territory of the Square to be used for providing functions of the kindergarten?

Answer

No, the square territory must be free of objects intended for the kindergarten.

Paragraph 8.2.18 “Square of Tallinas and Miera streets (legend on map – A18)” of the Riga City Council Binding Regulations No. 38 “Use and building regulations for Riga Historical Centre and its Protection Zones” sets forth:

8.2.18.1 boundaries of the square: the territory on the block between Tallinas, Miera, Palīdzības, Brīvības, and Cēsu Streets, consisting of the land lot at 12 Tallinas Street (cadastral number of the land lot 01000232010); the land lot at 12a Tallinas Street (cadastral number of the land lot 01000230026); a part of the land lot at 115 Brīvības Street (cadastral number of the land lot 01000232007), which is situated to the SW from the line, which connects the W corner of the land lot at 14 Tallinas Street (cadastral number of the land lot 01000230032), determined along its SW boundary and straight on, continuing the SE border and straight on in a distance of 6 metres from the SW border of the land lot with the cadastral number 0100 023 2077; a part of the land lot at 6/10 Tallinas Street (cadastral number of the land lot 01000230024), situated to the SW from the line connecting the S corner of the border of the land lot at 36 Tallinas Street (cadastral number of the land lot 01000230015); the land lot at 34 Miera Street (cadastral number of the land lot 01000230131).

8.2.18.2 a project must be developed for setting up a square, providing for inclusion of the planning and architectural regulations in the competition and project, determining that:

8.2.18.2.1 a youth recreation area must be set up in the square,

8.2.18.2.2 a dog walking area must be set up,

8.2.18.2.3 construction of an underground parking garage under the square is permissible,

8.2.18.2.4 entrances to the square must be set up from all streets bordering the square,

8.2.18.2.5 communicative function must be established for the square,

8.2.18.2.6 the square must have a public toilet corresponding to the requirements of environmental accessibility,

8.2.18.2.7 a sculpture must be set up in the square,

8.2.18.2.8 with a pedestrian crossing, the square is to be connected with the interior block square on the other side of Brīvības Street on Tallinas and Tērbatas streets,

8.2.18.2.9 the overall area of landscaping in the territory may be smaller than 70 %.

Having regards to the aforementioned, the organisers of the Sketch Competition are drawing the attention of the suppliers of the Sketch Competition that they have the option to set up an active recreation area for youth in the square, given that it can be conceptually linked to the recreation areas of the kindergarten and to the communicative function of the square.

Territorial zoning

Question

Is the carriageway between the building at 6 Tallinas Street and the building at 10 Tallinas Street, if the overhead covering is kept, is sufficiently wide and high to ensure access for the fire safety transport to the yard through the carriageway?

Answer

In order to ensure access for fire safety transportation to the yard, the passage must be 4200 mm high and 3500 mm wide. The width of the passage between the building at 6 Tallinas Street and 10 Tallinas Street is 3693 mm, while the height is 4361 mm.

The organisers of the sketch competition would like to emphasise that the supplier of the sketch competition may get acquainted with the object on the site at 6 Tallinas Street, 10 Tallinas Street, and 12 A Tallinas Street.

Question

I would like to receive more precise information about the equipment in the toilet facilities group. In compliance with Paragraph 31 of Part IV of the CM Regulations “Hygiene requirements in educational institutions implementing preschool educational programmes” sets forth that “In toilet facilities intended for children over the age of 3 years, the toilet-bowls are set up in separate stalls for girls and boys”. The set number of toilet-bowls for groups, in which the number of children exceeds 17, is three.

The question is how many toilet bowls will be needed and whether separate toilet premises will be necessary for girls and boys, or is it sufficient to have separate stalls?

Answer

There must be shared toilet facilities for each group with separate stalls for girls and boys. In toilet facilities, which are intended for children that are younger than 3 years of age, washstands are installed, along with small supports for legs, showers with a flexible hose, a separate sanitary technical device with water connection and a drain for washing the sit-down bowls, as well as sit-down bowls are installed. In toilet facilities intended for children over 3 years of age, toilet bowls are set up in separate stalls for girls and boys. Please, see the table below for the minimum number of sanitary devices.

Question

How would you explain the professional conformity and compliance with respect to qualifications of a tender participant? If the participant is a legal entity and complies with the provisions of Part II and Paragraph 3.3 of the regulations, but meanwhile does not conform to Paragraph 9.1, which refers to the negotiations procedure after the tender, then can this participant take part in the procurement? P.S. The salaries at the company correspond to 70 % of the average in the respective field of specialty counting from January 2011.

Answer

Paragraph 1.5 and Part II of the Sketch Tender Regulations (hereinafter – Regulations) puts forth qualification requirements for a participant in the sketch tender. However, Paragraph 3.3 of the Regulations establishes the documents to be submitted by the participant to prove its conformity to the qualification requirements.

Part IX of the Regulations includes the requirements regarding the negotiations procedure, to which, according to Paragraph 7.1 of the Regulations, the winner of the sketch tender – the holder of the first position – will be invited. In order for the participant, who is invited to the negotiations procedure, to be recognised as the winner of the negotiations procedure and in order to gain the rights to conclude a service agreement on development of a technical project, the respective participant must meet the requirements set forth in Part IX of the Regulations, including the requirement establishing that the exclusion conditions stipulated in the first part of Section 39 of the Public Procurement Law may not be applicable to the participant.
